Hot Value Companies To Buy Right Now

The Securities and Exchange Commission passed significant amendments to the rules that govern money market mutual funds by a 3-2 vote during Wednesday’s open meeting.

Under the new rules, a floating net asset value (NAV) will be required for institutional prime money market funds, which allows the daily share prices of these funds to fluctuate along with changes in the market-based value of fund assets. Nongovernment money market fund boards will also be provided with new tools — liquidity fees and redemption gates — to address runs.

It’s a “strong reform package that significantly mitigates the risks of a run in money market funds and that will limit further contagion should a run occur,” SEC Chairwoman Mary Jo White said.

While concerns had been raised about the accounting and federal income tax implications of requiring a floating NAV, the SEC was informed that the U.S. Department of the Treasury and the Internal Revenue Service would release two types of tax guidance today.

On July 28, Dollar Tree (DLTR) announced that it will be buying rival Family Dollar for a total of $9.2 billion (including debt). Icahn had originally suggested that Family Dollar be bought out by leader Dollar General, but shortly after stated that the recent announcement of the retirement of Dollar General CEO would cause disruptions in his plan of merging the two companies. The announced deal gives Dollar Tree over 13,000 stores in the 48 states and Canada, as well as more than $18 billion in sales. This pushes Dollar Tree above and beyond major rival Dollar General, which last year had $17.5 billion in sales and 11,338 current locations. There has also been much talk about the impact this merger will have on the giant Wal-Mart (WMT), which generally focuses on low-income consumers by offering more items for under $1.

This series, brought to you by Yahoo! Finance, looks at which upgrades and downgrades make sense, and which ones investors should act on. Today, we'll be looking at why Caterpillar (NYSE: CAT  ) got its target price cut, while Angie's List's (NASDAQ: ANGI  ) was upped. But first, a quick look at why...

  • [By Rupert Hargreaves]

There is no question that Caterpillar's (NYSE: CAT  ) performance so far this year has been impressive. The company's shares have surged, rising nearly 16%.

  • [By Matt Thalman]

Despite having recently been upgraded by Longbow Research from "neutral" to "buy," shares ofCaterpillar (NYSE: CAT  ) are down 0.35% today. The main reason shares are falling today is the poor earnings report released by Cummins (NYSE: CMI  ) this morning. The company reported that sales dropped 19% in the company's engine and turbine unit. Cummins also blamed the poor results on weak oil, gas, and mining demand -- areas in which Caterpillar also operates.

Steve Halpern: You also look at heavy equipment maker Caterpillar (CAT). What's happening there?

Kathy Kristof: CAT had a relatively bad year. They had trouble with mining revenues, and so again, their stock price got hit, but they look at what's been going on as a temporary blip, because what they've seen is that their heavy equipment—the dealers who sell their heavy equipment, have just run down their inventories.
